Understand your options, then choose
A practical guide to reading the 2026–2027 announcements. The original Ministry documents remain the reference for your application.
Look beyond the program name
Compare the program, admission track, and current campus together. Public general and parallel admission can have different minimums and subject requirements for the same program. Private university fees are set by each institution. Some private universities use temporary campuses, so check where you would actually study before adding a choice.
Use the admission comparison score
For ordinary admission with a 2026 Syrian certificate, use the comparison total out of 2400 for scientific or 2200 for literary, including religious education and excluding the lower foreign-language mark. Vocational maximums vary by profession; enter the official percentage. For non-Syrian academic certificates under announcement 8, enter the official certificate percentage without a deduction; individual subject marks are not considered. For Arab/foreign admission, announcement 9 uses the same Syrian comparison denominators or the official non-Syrian certificate average and disregards subject marks for both. Non-Syrian vocational certificates use the official average without a deduction under announcement 10, with exact qualification matching. For Arab/foreign vocational admission, announcement 11 uses the official percentage and exact vocational qualification; both 2025 and 2026 are supported. Syrian Sharia holders enter the official standard percentage with religious subjects averaged as one course, plus a separate official percentage after adding religious-subject marks for the 19 dedicated Sharia faculty choices. For older private-only admission, use the official percentage for the certificate year; the calculator does not infer historical marking totals. For defence and security admission, enter the official admission percentage for your certificate year, and check each choice’s year limits and conditions.
Read the conditions beside every minimum
Some choices require a subject percentage, a particular gender or birth year, or a successful entrance exam. ?All applicants? removes the separate overall-score minimum, but does not waive other requirements. For Syrian academic general admission, previous acceptance using an older certificate prevents reapplication even with a new certificate. Check the outstanding conditions beside each result; official approvals and post-admission assessments still require the responsible institution.
Choose programs you would actually study
Build your shortlist around your interests, study location, and costs. The announcements allow multiple choices across admission tracks, provided you meet their requirements. Read the rules before fixing your official application. A specialisation listed within an institute is not always a separate application choice: some departments allocate places after admission. Saving an option here does not register or submit it.
Check whether you register through the application or directly
Some routes have a separate registration process. Eligible non-Syrian academic certificate holders can register directly with a university for a matching foreign-language department; the rules differ by applicant category. Sharia-certificate holders must contact the Sharia/Arabic intermediate institute directly. Some vocational routes instead require a separate Education or Energy Ministry admission announcement. The questions below explain who each route covers, the published conditions, fees and timing. These routes are guidance only and do not appear as scored calculator results. Confirm the required documents and registration arrangements with the receiving institution.

No. A minimum allows you to apply through the relevant track when its other conditions are also met. Applicants are then compared under the admissions rules. This page checks published requirements; it does not predict a final acceptance result or a probability of admission.
For Syrian/equivalent applicants: 2026 Syrian or equivalent non-Syrian scientific, literary and vocational certificates. For Arab and foreign applicants: Syrian or equivalent non-Syrian scientific, literary and vocational certificates from 2025 or 2026. Syrian 2026 Sharia certificates are also covered for Syrian/equivalent applicants. Older scientific, literary and vocational certificates also support private-only admission: 2025 and earlier for Syrian/equivalent applicants, or 2024 and earlier for Arab/foreign applicants, for both certificate origins. Faculty-family and disability quotas are also covered for Syrian 2026 academic certificates. Syrian 2026 vocational certificates have a separate faculty-family route for matching specialties and vacant places. Official quota eligibility remains pending. Defence/security choices are covered separately with their published year limits and official verification requirements. Other older Sharia routes remain outside the calculator. The guide explains direct registration and separate ministry applications; these do not produce scored results.

Syrian/equivalent applicants with 2026 Syrian certificates can combine general, parallel and private choices, subject to each choice’s rules. Those with non-Syrian academic certificates use parallel and private admission under announcement 8. Arab and foreign applicants use their separate public track and private choices under announcements 9 (academic) and 11 (vocational), with either certificate origin. Defence and security choices use separate routes with their own published requirements. Non-Syrian vocational equivalents for Syrian/equivalent applicants also use parallel and private admission under announcements 10 and 7. Older scientific, literary and vocational certificates also support private-only admission: 2025 and earlier for Syrian/equivalent applicants, or 2024 and earlier for Arab/foreign applicants, for both certificate origins.
A required detail or condition is still unconfirmed, such as your mathematics percentage, the separate Sharia faculty score, previous general-admission acceptance or an entrance-test result. Use “Check your eligibility” in the relevant admission track to answer; your answer applies to all related choices. Official approvals and post-admission assessments still require confirmation by the responsible institution.
No. OpenSyria helps you compare options and save favourites in this browser. They survive reloads but are not submitted to the Ministry or synced to other devices. You must apply and confirm your choices through the official Ministry system.
For Syrian scientific certificates, start with announcements 1 and 2, plus 5 for institutes and 7 for private universities. Syrian literary and Sharia certificates use 3 and 4; Syrian vocational certificates use 6. Announcements 8 and 10 cover non-Syrian certificates held by Syrian or equivalent applicants; 9 and 11 cover the Arab and foreign applicants route. Check each document’s title and conditions, including the certificate year.
Announcements 1 and 7 state that electronic applications run from the morning of 4 October 2026 until the end of official working hours on 19 October 2026. Check the Ministry for any later extension or change.
The announcements specify an application fee of 500 new Syrian pounds through Sham Cash. This is the application fee, not university tuition. Private-university tuition and other fees must be checked with the institution. Arab/foreign public tuition and first-registration fees are specified separately in announcement 9, page 7, and announcement 11, page 23, in US dollars. Announcement 1, page 18, separately lists annual public parallel service fees by faculty/institute category; registration is not complete until the required fees are paid. Check the linked fee table and receiving institution for the amount applicable to your route.
Announcement 1, pages 17–18, requires checking your name, parents’ names, nationality, gender and score in the official system; report errors to a support centre during applications. Syrian citizens with Syrian certificates apply remotely using their examination number under this procedure. Palestinian and other applicants seeking equivalent treatment must follow their category’s document and verification requirements. Faculty-family applicants need their parent’s records entered by the university or higher institute personnel directorate. Disability applicants apply through their designated centre after medical assessment, with documents uploaded by the responsible official. These instructions do not replace the separate equivalence and document requirements for non-Syrian certificates. Download and check the official application PDF before confirming it.
Before confirming the application, you can edit your choices during the application period. Changes after confirmation require reopening the application, paying the 500-new-pound reapplication fee, then confirming it again. Applications are treated as confirmed at the deadline. Reopening an application is different from permanently cancelling it: announcement 1, page 17, describes a separate one-day cancellation window after applications close, without giving its calendar date. A cancelled application cannot later be used to claim admission or a change of admission status. Confirm the current procedure and dates in the official system.
The Ministry has published a directory of support and special-admission centres, linked in the sources below. Announcement 1 lists registration-centre hours as 9 am to 2:30 pm, except Fridays and Saturdays, during the application period. Check the location and instructions before visiting. Use both pages of the directory and the centre for your applicant category: general technical support, disability admission and Arab/foreign admission may use different locations.
Announcements 1 and 3 exclude applicants previously accepted through general admission using an older certificate, even with a new 2026 certificate. This does not automatically exclude parallel or private admission; each track has its own conditions.
Announcement 1 gives registration dates of 4–8 October 2026 and an exam on 11 October at 10 am. The pass mark is 50 out of 100. Passing is required before listing architecture as a choice, alongside its score minimum and other conditions. Check the announcement for exam centres and any later changes.
Yes. Register for and pass the required test before listing the choice; the main application deadline is not the test deadline. Announcement 1, pages 22–29, gives separate arrangements for fine arts, Damascus health-sciences specialties, political science, physical education, music, nursing schools, applied arts, Idlib media, archaeology and tourism institutes. For example, fine-arts registration is 4–12 October 2026 and the test is 13 October at 10 am; its combined drawing pass mark is 50/100. Other tests have different dates, fees, documents and venues. Page 24 contradicts itself about the order of the political-science written test and interview: confirm the sequence and appointment with the faculty. Enter your test result through “Check your eligibility” for the choice; a qualifying score does not replace passing the required test.
Announcement 7, PDF pages 64–65, requires 50% for Syrian scientific/literary certificates or equivalents and 55% for vocational certificates or equivalents, plus a successful entrance exam. This covers theatre and film directing at Arab International University and acting at Al-Manara University. Registration through the application is 4–11 October 2026; tests run 10–14 October at the respective university. Acting and directing have different preparation requirements: page 64 describes performance exercises and, for directing, a short film, a scenario and photographs. Confirm your appointment and required materials with the university.
Announcement 1, page 30, places railway and oil/gas medical checks and legal-institute interviews after admission results, during the institute’s registration period. Missing the required assessment is treated as declining registration. If the institute rejects an applicant on these grounds, the published procedure requires a written institute decision before considering the next eligible choice on the official application. Contact the institute and admissions staff; the calculator cannot reassign a place or treat an application-time declaration as a completed post-admission assessment.
Not necessarily. Announcement 5 distinguishes specialisations listed as application choices from departments that allocate students after admission according to institute rules. We show separate choices only where the threshold announcement identifies them as such. Department-specific restrictions must also stay with that department: for example, Jarablus midwifery admits women, and Idlib radio/TV directing admits men. They do not restrict every department at the parent institute.
For Syrian/equivalent admission with Syrian certificates, announcement 1 lists subject-mark tiebreaks at the final acceptance threshold; private universities have a table in announcement 7. Announcement 8 disregards specialist subject marks for non-Syrian academic certificates. Announcement 9 disregards them for all Arab/foreign academic applicants, including Syrian certificate holders. This tool checks application minimums and does not predict final selection.
No. Your certificate specialty must be one of those allowed for the choice. Two industrial specialties can have different options, and an entrance test, interview, gender or birth-year condition may also apply. Select the exact certificate and specialty, then check the linked source.
For Syrian/equivalent applicants, choose the scientific or literary equivalent for your 2026 certificate under announcement 8. Arab/foreign applicants can use 2025 or 2026 certificates under announcement 9. Enter the official average recorded for your application after equivalence and data registration at an Education Directorate’s examinations office. The office calculates the average if none is printed. Announcement 8 specifies no deduction and uses the diploma average for Turkish certificates. Both routes disregard subject marks and include equivalent certificates issued by licensed non-Syrian schools inside Syria.
Announcement 10 covers Syrian/equivalent applicants with a 2026 non-Syrian certificate officially equivalent to a Syrian vocational qualification. Complete equivalence and data registration at the Education Directorate’s examinations office, then enter the official percentage without a deduction. Select the exact equivalent Syrian profession and regular/dual education category. Ordinary public choices use parallel admission; private choices follow announcement 7, page 6. “All applicants” removes the total-score minimum but keeps the required qualification and any assessments. Railway choices require male applicants born in 2003 or later and a post-admission medical check. The two maritime qualifications also have a separate defence route for 2026 at 70%. Older certificates use the private-only route.
Announcements 9 and 11 cover applicants without Syrian citizenship holding Syrian or accepted non-Syrian scientific, literary or vocational certificates from 2025 or 2026. Dual nationals with Syrian citizenship use Syrian admission. Applicants who studied continuously in Syria from grade 9 through their Syrian certificate should check the Syrian/equivalent route rules in announcement 9, page 4, or announcement 11, page 3; the calculator supports 2026 certificates in that route. Public choices use the separate Arab/foreign track; private choices follow announcement 7. Academic Syrian certificates use comparison totals out of 2400 or 2200; vocational and non-Syrian certificates use the official percentage. Vocational choices also require an exact qualification match. Certificates from 2024 and earlier use private-only admission under announcement 7. The direct-registration questions explain the separate language-department route; it does not produce scored results.
Announcement 11 accepts Syrian vocational certificates and official non-Syrian equivalents from 2025 or 2026. Enter the official percentage and exact profession, keeping regular and dual education distinct. Public choices use the Arab/foreign track; private choices use Table 3 under announcement 7, pages 6–7. “All applicants” waives only the overall minimum, not the qualification or assessments. Arts, music, applied arts and tourism require assessments before applying. Railway choices require male applicants born in 2000 or later, with a medical check and interview after admission. Arab/foreign students at committed institutes have no state-employment obligation.
Yes, for Syrian/equivalent applicants with a 2026 Syrian Sharia certificate: 242 public and 131 private choices. Announcement 3 treats Sharia certificates as literary equivalents and averages religious subjects as one course for standard admission. Enter that official percentage first. The 19 dedicated Sharia faculty choices require a separate official percentage after adding religious-subject marks under announcement 4, pages 5–6; if unknown, they remain pending. General admission requires 55% and parallel 50% for those choices, plus any applicable quota conditions. Sharia and Arabic intermediate institutes require direct contact and registration with the institute under announcement 3, page 4, so their 23 table rows are excluded here. A separate defence route covers legal and social sciences for Syrian Sharia certificates from 2024–2026 at 70%. Older Sharia private admission and other applicant categories remain outside the calculator.
Yes. Announcement 7 accepts scientific, literary and vocational certificates from 2025 or earlier for Syrian/equivalent applicants, and 2024 or earlier for Arab/foreign applicants, for private-only admission. Both Syrian and officially equivalent non-Syrian certificates are covered. Enter the actual certificate year and its official admission percentage; do not assume that the current 2400/2200 totals apply to an older certificate. The private tables provide 389 scientific, 131 literary and 536 vocational choices for each applicant category, with exact vocational qualifications and entrance tests still required. These are the same private programme tables, not additional degrees. Arab/foreign 2025–2026 certificates retain their combined public/private route. Older Sharia private admission and transfer/change-of-admission procedures are outside the calculator. Defence legal and social sciences separately accept Syrian Sharia certificates from 2024–2026.
Announcements 1 and 3 reserve an additional 1% of places for eligible children of faculty members, ranked as one group across universities. Eligibility includes current members, qualifying former members with at least ten years of teaching or research service who left for non-disciplinary reasons, and members who died in service. The university or higher institute personnel directorate must verify the records. Select this route for a Syrian 2026 academic or vocational certificate to compare the applicable thresholds and conditions; Sharia faculty subject conditions are waived for this quota where a quota column is offered. Scientific applicants who meet the final general-admission cutoff are excluded from its quota allocation; the calculator cannot determine that final cutoff. The vocational catalogue covers 291 source-mapped choices under announcement 6, page 4: 60% for engineering faculties, 50% for other colleges including applied colleges, and no separate overall minimum for matching institutes. Exact certificate specialties, regular/dual distinctions, tests and railway restrictions still apply. For vocational applicants, admission depends on vacant places remaining from the scientific faculty-family quota and choices shown in the official application. This does not extend vocational disability admission or the quota to non-Syrian certificates.
Only choices offered in the disability columns are shown. The permitted disability types and degrees vary by choice; some engineering and computing choices are limited to software or telecommunications. The official medical committee must assess the applicant and approve the selected choices, and the approved report must accompany the official application. The pinned announcements list assessments from 4 to 19 October 2026 at the designated university centres. The highest assessed degree is used when more than one disability is present. Ranking combines the approved disability degree with the comparison total, but the calculator checks the published academic minimums without applying a guessed bonus. A score alone never confirms quota eligibility. Dedicated Sharia-certificate faculty rows have no quota columns; direct-registration institutes remain outside this calculator.
Defence admission includes military colleges at 70% for 2024–2026 academic certificates, and the Higher Institute for Applied Sciences and Technology at 85% for scientific certificates from 2025 or 2026. The latter accepts men and women and has its own entrance examination and registration fee; military-college rules must not be applied to it. Literary and Syrian Sharia holders can compare legal and social sciences. Maritime navigation and marine-mechanics vocational certificates or accepted equivalents from 2026 can apply to naval engineering at 70%. The naval campus is Damascus this year and Latakia in subsequent years. Military colleges require men who are unmarried, no older than 23 at application, at least 165 cm tall, fit, successful in the entrance examination, and able to meet the official administrative, financial and service obligations. Security admission accepts scientific/literary certificates or equivalents from 2025 or 2026. Syrian nationality for at least five years, birth on or after 1 January 2005, the printed gender restrictions, examinations/interviews, fitness and administrative conditions apply. Published height minimums are 170 cm for men and 160 cm for women, with BMI 18–28. Service after graduation is 20 years for faculties or 10 for institutes. The top ten Syrian 2026 computer-technologies vocational graduates may enter the security competition, but these PDFs do not specify their programme allocation or minimum score, so the calculator does not invent them. Officials must confirm eligibility; no health, political-affiliation or criminal-history details are requested here.
Announcement 8, page 3, item 20 covers Syrian/equivalent applicants with an accepted non-Syrian scientific certificate from 2026 and an average of at least 50%. More than half the certificate subjects must have been studied in a foreign language, and the department must match the language in which the certificate was awarded. Register directly at the university during the registration period for students accepted through the admission competition. The fees are those for non-Syrian-certificate parallel admission. This clause is specific to scientific certificates; it does not establish the same route for literary or vocational certificates. Ask the university to verify your certificate, language of study, documents and registration arrangements. The calculator does not assess this route.
Announcement 9, page 3, item 15 covers Arab/foreign applicants with an accepted non-Syrian scientific or literary certificate from 2025 or 2026 and an average of at least 50%. More than half the certificate subjects must have been studied in a foreign language, and the department must match the language in which the certificate was awarded. English and French departments also require a successful language entrance test. Register directly during the registration period for students accepted through this admission competition, and pay the fees applicable to Arab/foreign admission. Contact the receiving university to verify eligibility, documents, test arrangements and registration dates. This clause does not cover Syrian or vocational certificates, and the calculator does not assess it.
Announcement 3, page 4, item 10 directs Sharia-certificate holders to the institute administration for direct registration in intermediate institutes of Sharia and Arabic sciences; they cannot register for those institutes under this announcement. Contact the intended institute for its registration conditions, documents, fees and dates. The clause gives no separate timetable or numerical admission minimum. The 23 institute rows in announcement 4, page 7 are therefore excluded from Sharia calculator results. This instruction is specific to Sharia-certificate holders and does not remove the ordinary literary application choices.
For the Syrian vocational route, announcement 6, page 3, item 11 tells vocational-certificate holders seeking technical institutes under the Ministry of Education to apply under that ministry’s forthcoming admission announcement. Item 13 directs petroleum vocational-certificate holders seeking Energy Ministry oil and gas technical institutes to the competition announced by the Ministry of Energy. These are separate admission competitions, not an automatic right to direct registration. Follow the responsible ministry’s announcement for eligibility, choices, dates and fees; this page does not supply or infer those details. Entrance tests mentioned in the Higher Education PDFs do not replace the separate application.
Announcement 1, page 30, says the Ministry of Education announces its own tests and dates for teacher-training, art education, music education and physical education institutes. Applicants must follow that ministry’s separate announcement. The same note says a student accepted through the Ministry of Higher Education competition cannot subsequently be accepted at those institutes. Check these separate procedures before finalising your choices. Their deadlines and admission rules are not inferred from the Higher Education calculator.
